Steve Sinclair is a recognized leader in correctional operations, policy, and litigation support. As a former Secretary of the Washington State Department of Corrections, he oversaw statewide correctional policies, facility operations, and initiatives aimed at improving safety, healthcare, and rehabilitation within the system.
With decades of experience in prison and jail administration, Steve has developed and implemented policies related to use of force, inmate classification, correctional mental healthcare, and emergency response. Ryan Quirk

Correctional Mental Health Consultant

Ryan Quirk, Ph.D. is currently the Chief of Forensic Psychology for the Washington State Department of Corrections (WADOC). Prior to this role, he worked approximately five years as the Psychiatric & Social Services Manager for King County Public Health-Jail Health services in Seattle, WA. From approximately 2009-2017, Dr. Quirk worked as a Psychologist with WADOC. While with WADOC, his work has focused on the provision of mental health care to and evaluations of individuals who are in restrictive housing settings (“maximum custody”).

Ryan has reviewed and written correctional mental health policies and procedures and developed staffing plans for correctional psychiatric and social services. He has also published and presented on topics pertaining to correctional mental health care and correctional classification. He has served as a consultant on the subject of correctional mental health, generally, and the subjects of restrictive housing and suicide prevention and intervention, specifically, both for the facilitation of training and for providing technical assistance.

Tomas Fithian

Correctional Operations & Crisis Management Consultant

Tomas Fithian retired from the Washington State Department of Corrections in 2024 after 32 years of service. Tomas served as a senior executive leader and has extensive correctional operations, core correctional practices, use of force (including tools, tactics, and policy), security management, emergency management, incident response and crisis management, employee/officer safety, facility/office security, policy development/ownership, and employee/organizational development experience.

Tomas is a professional, accomplished, and skilled senior executive leader with multi-disciplined, progressive levels of responsibility and accountability in leadership, managing and supervising people, implementing change, developing employees, and outcome-based management.

Anthony Powers

Expert Witness & Justice Reform Consultant

Anthony Powers is a justice reform strategist, expert witness, and nationally recognized trainer whose expertise bridges lived experience, carceral policy, and system-level innovation. He served 26 years in prison before receiving a full and unconditional pardon from the Governor of Washington, recognition of both his extraordinary rehabilitation and his impact on justice reform. In 2023, he was awarded the NACDL Champion of Justice Award for his leadership in transforming prison culture and advancing systemic change.

Anthony developed and leads the Washington State Office of Public Defense’s seven-part, state-certified training series on trauma-informed advocacy. This course, covering race, mental health, post-conviction relief, attorney-client relations, ESL, advanced communication, and navigating trauma in the carceral system, has made Washington one of the first states to require trauma-informed certification for public defenders.

As founder of the Redemption Project, Anthony pioneered peer-led interventions that reduced violence, improved prison culture, and mentored more than 2,000 incarcerated individuals. He also leads data-driven justice reform efforts through the American Equity & Justice Group (AEJG), where he created tools like the Equity Dashboard to uncover racial disparities in courts, schools, and communities.

Today, Anthony provides expert testimony and consultation on carceral practices, mitigation, racial equity, and trauma. His perspective, shaped by lived experience, legal scholarship, and program design, offers courts, counsel, and policymakers a compelling additional angle that strengthens case outcomes and informs systemic solutions
